The OCHA Financial Tracking Service (FTS) compiles what donors and implementing organizations report about response-plan requirements and funding. This page covers only the primary plan inside Syria, at national level.

They are national only, with no governorate breakdown. Sanad consolidates cluster names that changed over time into ten stable display groups while retaining each original FTS label in the certified dataset for audit.
